Majority in German parliament rejects election results recount

How narrowly must a party fail to re-enter parliament in order to obtain a recount of the votes cast? A difference of around 9,500 votes is not enough to warrant such a step, other parties in the Bundestag have now decided in Germany. The demand will now likely be taken to court.
