Council of Europe and EU concerned ahead of Hungarian election

The Council of Europe, a rights body independent of the EU, is querying Hungary's democracy ahead of the elections. It refers to state capture by a single party. For its part, the EU is concerned at the appointment of a former interpreter for Russian President Putin as observer.
