Fraught negotiations lie ahead in Israel after final results announced

Final results in the Israeli elections give 53 seats to Netanyahu's bloc, short of the 61 needed for a majority. Arab-led parties hold 19 seats. In choosing a candidate to form a government President Herzog is not restricted to the party leader with the most seats.
