Iranian vice president says internet shutdowns do not work

Iranian Vice President Mohammad Reza Aref has conceded defeat in attempts to prevent the population accessing the internet. He pointed to VPNs as undermining state attempts to control cyberspace. Large numbers of Iranians have apparently resorted to the technology.
